But to be effective, these coalitions must work as much as possible within existing multilateral institutions.
SANGUINETTO, ITALY—Canadian Prime Minister Mark Carney and Finnish President Alexander Stubb recently laid out a roadmap for middle-power action in The Economist, having recognized the importance of “actively taking on the world as it is, not passively waiting for a world we wish to be.”
