MANILA, Philippines — Contractors who played the role of losing bidders in fake biddings for Department of Public Works and Highways (DPWH) projects earned “salary” for the trouble, state witness Roberto Bernardo told the Sandiganbayan Third Division on Tuesday.
Bernardo, a former DPWH undersecretary, revealed the industry practice as he returned to the witness stand to testify in the malversation case against former Sen. Bong Revilla over an alleged P92.8-million ghost project in Pandi, Bulacan.

He said legislators usually have their preferred contractors and coordinate this with the DPWH district engineering office. Because of this, he said, the outcome of the bidding is usually predetermined.
