The Greek postal service, ELTA, had two ways to go. It could have restructured, hung onto its more profitable activities and operated according to the rules of competition. Or it could have carried on as a subsidized network providing services that connect the provinces to the capital. Neither path was successfully navigated, however, so ELTA continues to flounder without a clear strategy, shrinking and losing money.
