The Kerala University of Fisheries and Ocean Studies (Kufos) has proposed the establishment of a Kerala Blue Economy Council, chaired by the Chief Minister with the Minister for Fisheries as convener, to provide integrated governance and strategic direction for the sustainable development of fisheries, coastal resources, marine ecosystems, ports, tourism, climate adaptation, and Blue Economy initiatives.This proposal formed part of two policy documents handed over by the Kufos to Fisheries Minister Abdul Gafoor during his first official visit. The documents outline a transformative vision for the future of Kerala’s fisheries sector and the advancement of the Kufos as a globally recognised centre of excellence in fisheries, ocean sciences, and Blue Economy studies.Titled ‘Strategic Action Plans for the Sustainable Transformation of the Fisheries Sector in Kerala’ and ‘KUFOS Vision Plan (2026–2031)’, the documents were prepared through extensive consultations with academicians, researchers, fisheries professionals, and stakeholders. Together, they present a comprehensive roadmap for sustainable fisheries governance, climate-resilient coastal development, innovation-driven aquaculture, capacity building, and Blue Economy growth.The University has also proposed a dedicated ‘Mission Oceans Kerala’ initiative to position the State as a national model for sustainable fisheries governance, climate-resilient coastal development, and inclusive Blue Economy growth. Other proposals include the development of integrated fisheries advisories using satellite data, ocean observation systems, and AI-enabled fish forecasting technologies in collaboration with the Indian National Centre for Ocean Information Services (INCOIS) and Kufos, as well as the creation of a Digital Repository of Fisheries and Ocean Traditional Knowledge at the Kufos. The repository would document indigenous ecological knowledge, fishing practices, traditional navigation systems, local weather forecasting indicators, and the cultural heritage of fishing communities.In his address, Mr. Gafoor, who is also the Pro-Chancellor of Kufos, said the State Government’s vision is to ensure sustainable livelihoods for fishers and fish farmers, strengthen fisheries-based enterprises, promote the responsible utilisation of marine and inland aquatic resources, and position Kerala as a national leader in the Blue Economy sector. He emphasised that the Government is committed to harnessing the full potential of the Blue Economy for the benefit of the State. The Kufos, he said, should be developed into a premier centre of excellence capable of providing leadership in education, research, innovation, policy support, and skill development for the fisheries and ocean sectors.Presenting the proposals, Vice-Chancellor A. Biju Kumar noted that Kerala stands at a historic juncture where fisheries development must move beyond conventional fish production towards a broader vision encompassing sustainable Blue Economy growth, climate resilience, community welfare, and innovation-driven development.
