Senator Raffy Tulfo on Wednesday questioned the legitimacy of the majority-led Senate Blue Ribbon Committee, citing what he said was the panel's lack of members as required under Senate rules.Interviewed on Balitanghali, Tulfo reiterated that the minority bloc was not blocking the resumption of the legislative inquiry into the flood control controversy, but questioned whether the committee had enough members to conduct hearings.Rule X, Section 13, Paragraph 2 of the Rules of the Senate provides that the Blue Ribbon Committee should have 17 members."Wala kaming problema na mag-hear ulit sa Blue Ribbon pero para sa akin, ito ay—pardon my word—'yang Blue Ribbon Committee na binuo nila, 'yan ay bastardo because it was born out of illegitimacy," Tulfo said.(We have no problem about resuming the Blue Ribbon hearings but for me—, pardon my word, the Blue Ribbon Commitee formed by the majority is a bastard because it was born out of illegitimacy.)"Ayon sa Rule X, Section 13, Paragraph 2, dapat 17 ang members ng Blue Ribbon.
