MANILA, Philippines—Sen. Panfilo Lacson on Sunday advised law enforcers to strengthen their intelligence work to locate and arrest high-profile personalities, including Sen. Ronald “Bato” Dela Rosa, who is facing an arrest warrant from the International Criminal Court (ICC).

Lacson also said he understood Dela Rosa’s decision to evade arrest and even advised him to “hide well.”

“I’ve been there. I have no moral ascendancy to advise him to surrender. Being his former superior officer, and he directly worked with me at the PAOCTF (Presidential Anti-Organized Crime Task Force)…he should hide well,” Lacson said in an interview with radio dzBB.

“But I also advise the law enforcers: Do a better job in making arrests,” he added. “As one who worked in law enforcement, intelligence is for breakfast, lunch, dinner, and everything in between. Intelligence is the prime mover of any law enforcement or military operation.”
