About 810,000 people in Bulgaria receive pensions at or below the minimum level of €322.37, according to data from the National Social Security Institute covering the first six months of the year.
At the other end of the scale, 9,195 pensioners receive the maximum pension of €1,738.40. Only 10 people are receiving pensions above the statutory ceiling.
The average pension across Bulgaria stood at €523 at the end of June, with the country having just over 2.069 million pensioners. Sofia City recorded the highest average pension, at €640, while the lowest was reported in Kardzhali, at €432.
The statutory limit on the maximum pension does not apply to the president, speakers of the National Assembly or constitutional judges. Their old-age pensions are paid in full.
The distribution of pension incomes changed slightly during the second quarter compared with March 2026. The number of people receiving pensions at or below the minimum fell by almost 3,000, while the number receiving the maximum pension increased by 270.
