MANILA, Philippines — Did Army Col. Raymund Dante Lachica disburse the confidential funds (CFs) of the Office of the Vice President (OVP), or did he merely act as an “implementer,” as described by a hostile witness on Monday?
On Vice President Sara Duterte’s order, a total of P500 million in CFs was released to Lachica, who was then her security officer.

Duterte’s former special disbursing officer, Gina Acosta, initially insisted that Lachica merely implemented the CFs released to him, but later acknowledged that he “disbursed” the money during the implementation of the OVP’s confidential activities.
