MANILA, Philippines — The House of Representatives approved on second reading on Monday the proposed National Cybersecurity and Critical Information Infrastructure Protection Act of 2026, or House Bill No. 9605, following sponsorship speeches by Reps. Miguel Luis Villafuerte and Brian Poe.
The bill seeks to establish the National Cybersecurity Agency (NCSA) as the central body for cybersecurity policy, national coordination, and the protection of critical information infrastructure.
In sponsoring the bill, Villafuerte said cybersecurity would no longer be a mere information technology concern but a matter of national security, considering the country’s growing reliance on digital systems for government services, finance, healthcare, transportation, and energy.
