MANILA, Philippines — Lawmakers filed a bill allowing Filipinos to use digital transaction histories to prove creditworthiness when applying for loans and other financial products.

House Bill No. 9149, or the Open Finance and Consumer Data Empowerment Act of 2025, would let lenders use alternative data alongside traditional credit information. Consumers may allow access to up to 24 months of data, helping those with little or no credit history.
