The first stage of the constitutional revision process ended without the necessary consensus. No substantive debate took place.

However, the very spirit of the Constitution requires that, in the election held between the proposing and revising parliaments, political parties clearly present their positions on the provisions under consideration. Vague denunciations and avoiding responsibility by voting “present” amount to evasion, not a responsible political stance.

In the next election, voters will also be giving a mandate on whether the Constitution should be amended.
