Turning the debate over the revision of the Constitution into yet another field of confrontation between the political parties is unlikely to benefit any of the protagonists. It certainly does nothing to advance this instrumental institutional process, one that cannot succeed without broad consensus. Instead of seeking common ground, the political climate has become increasingly confrontational, raising the prospect that yet another opportunity to reform the country’s institutions will be lost.
