OpenAI announced plans to develop Project Camellia, a 3.2-gigawatt AI data center campus in Effingham County, Georgia, as part of its effort to expand computing infrastructure needed to support advanced AI models.
Power for the facility will be delivered by Georgia Power in phases from 2028 through 2032, with OpenAI saying it will fully fund the required infrastructure so existing electricity customers will not subsidize the project. The company added that the campus will use a closed-loop cooling system to keep water consumption low while reducing demand on local supplies.
To support the surrounding community, OpenAI pledged $80 million for local priorities including schools, healthcare, workforce training and public safety, alongside up to $71 million in Codex credits for eligible Georgia students.
The company said the project is expected to generate thousands of jobs, substantial tax revenue and will be subject to annual independent audits to ensure its commitments are met.
