Bulgaria’s Ministry of Foreign Affairs has rejected claims that Foreign Minister Velislava Petrova’s signature on a joint declaration in Kyiv represents a decision for the country to strengthen its participation in the so-called “Coalition of the Willing” supporting Ukraine.
The statement was issued after the Ukraine-Southeast Europe Summit, where Petrova represented Bulgaria following an invitation from Ukrainian President Volodymyr Zelensky to Prime Minister Rumen Radev. The declaration adopted after the meeting was signed by all participants except Serbian President Aleksandar Vucic.
According to the Foreign Ministry, the document establishes a framework for political dialogue, regional cooperation, and security discussions, but does not create legal obligations for the countries that signed it.
"The document goes beyond the EU framework and is not legally binding," the ministry said, adding that it was also supported by countries outside the European Union and by states that have not taken part in meetings of the Coalition of the Willing.
