Sweeping reforms are planned on how public employees are promoted and department heads chosen, according to a bill expected to go to public consultation by July 20.

Under the plan, Greece’s ASEP civil service board will hold exams every four years to build a registry of candidate department heads, who must apply electronically and pass written tests on skills and job effectiveness.

The reform also introduces seven pay grades, up from four, and ties advancement to performance evaluations rather than tenure alone.

Currently, 80% of civil servants hold the top grade based solely on years of service. The bill covers 29,978 leadership positions.

Deputy Interior Minister Vivi Charalambogianni said the new measures mark “a radical change and redirection” of the civil service’s hierarchy.
