A growing dispute over fiber-optic installations in apartment buildings has highlighted regulatory gaps and intensified competition among telecoms providers.
The issue concerns so-called “vertical cabling,” with some buildings receiving duplicate installations after residents choose providers that cannot access existing infrastructure. Property owners have asked authorities to intervene.
While OTE, Vodafone and Nova agreed two years ago to share fiber networks at the wholesale level, the deal did not include Public Power Corporation, which later expanded its network.
