The Ministry of Social Cohesion and Family has unveiled what it describes as the country’s first comprehensive housing policy plan, a national strategy covering the period from 2026 to 2035 that combines existing and proposed measures aimed at increasing housing supply.
The strategy is included in a draft law that will remain under public consultation until July 3. It brings together existing and planned policies with a total budget of €6.5 billion and introduces new interventions in areas including social housing, the activation of vacant properties, student housing platforms and residential construction.
The proposal outlines 14 new measures in addition to 36 existing initiatives that have already been implemented in recent years, including a renovation program.
Among the measures is an expansion of the “My Home” program, with the goal of transforming it into a more permanent mechanism to help young people and low- and middle-income households purchase a first home. Under the proposal, instead of direct interest-rate subsidies financed through national or European resources, tax incentives would be provided to financial institutions that offer reduced-rate housing loans to eligible borrowers.
