Andhra Pradesh is aiming to boost aviation in the State with a strong emphasis on private investment and public-private partnership (PPP) models for developing airports and allied infrastructure through the New Aviation Policy 2024-30.The policy, issued by the State Department of Investments and Infrastructure, lays out a comprehensive roadmap covering everything from international airports and regional airfields to low-cost “no-frills” airports, water aerodromes and heliports.The State Government has set a target of ensuring that every region in Andhra Pradesh has access to airport facilities within a radius of around 150 km. As part of this, it will be establishing 10 Greenfield airports and 10 water drones over the next 4 years.As per the new Aviation Policy, apart from Bhogapuram International Airport, which is set for inauguration soon, new airports will come up new capital Amaravati, at Dagadarthi (Nellore), Kuppam (Chittor), Palasa (Srikakulam), Nagarjunasagar (Palnadu), Tuni (Kakinda), Ongole (Prakasam), Tadepalligudem (West Godavari) and Anantapur.It has identified 10 locations for developing water aerodromes to support tourism and regional connectivity. The proposed stretches include Gandipochamma-Pochavaram (45 km), Antarvedi-Razole (30 km), Dowleswaram Barrage-Kadiyam (5 km), both banks of the Godavari near Rajahmundry (5 km), Vijayawada-Amaravati (45 km), Muktyala-Puttagudem (20 km), Nagarjunasagar-Srisailam (97 km), Srisailam Reservoir-Somasila (84 km) and Gandikota-Mylavaram (10 km).The policy underlines the State Government’s intention to leverage private capital to create a multi-modal aviation ecosystem and position Andhra Pradesh as a major aviation and logistics hub on the eastern seaboard.According to the policy document, the initiative seeks to strengthen air connectivity, build air cargo and logistics infrastructure, promote aviation skill development and create an ecosystem for aerospace manufacturing and maintenance, repair and overhaul (MRO) services.PPP MODELA key feature of the policy is its heavy reliance on private participation. The Government proposes to develop most aviation infrastructure projects through the PPP route, including major greenfield airports.While the greenfield airport at Bhogapuram is already being implemented under the PPP model, the proposed airport for Amaravati will also be taken up on similar lines. Developers selected for such projects will be offered long-term lease arrangements.The policy envisages extending the PPP framework to smaller airstrips, heliports and water aerodromes as well.Airport Cities To improve the financial viability of airport projects, the State plans to encourage non-aeronautical revenue streams. Developers will be allowed to establish commercial and supporting infrastructure such as office complexes, hotels, convention centres, healthcare facilities, trade and logistics hubs, business parks, manufacturing units and skill development centres.The Government also intends to promote economic clusters around selected airports and develop them into integrated “airport cities.” These projects, too, will be implemented through long-term leases under the PPP model.Published on June 7, 2026
