With the chamber nearly empty during a remote session, the Senate approved a legislative decree bill overturning a 2024 resolution by the National Council for the Rights of Children and Adolescents that established guidelines for legal abortion in cases involving children and adolescents who are victims of sexual violence.
The vote lasted 1 minute and 40 seconds, and the measure will be enacted by Congress.The vote was symbolic, with senators not recording their votes individually. There was also no debate or speeches by senators on the matter.
The report identified seven senators in the chamber during the session, in addition to Senate President Davi Alcolumbre. When placing the issue on the agenda, he said the matter was controversial and that he would have preferred senators to be present so it would not appear that the vote was conducted "in a rushed manner."
Alcolumbre also said he had waited seven months for senators to gather and debate the proposal and that it was necessary to reach a conclusion. The bill was sponsored by Senator Damares Alves, who is known for her anti-abortion activism.
