The new legislation prohibits businesses from contacting consumers without their explicit prior consent, a significant shift from the previous system where individuals had to register their numbers on a government-run opt-out list that was often ignored. Violators of the new ban face substantial penalties, with individuals subject to fines of up to 75,000 euros ($87,000) per illegal call and companies facing much higher fines of up to 375,000 euros ($435,000) per call. Exceptions to the ban include instances where consumers have given prior consent, such as by checking a box on a form, and allow companies to contact existing customers with new commercial offers if they already have a contractual relationship. The law has raised concerns in Morocco, where the employment minister estimates 40,000 to 50,000 call center jobs are at risk due to France accounting for over 80% of the sector's revenue, while other countries like Germany have similar bans and the U.S., Canada, and U.K. utilize opt-out registries.
