U.S. Secretary of State Marco Rubio met China's Foreign Minister Wang Yi in Manila. They discussed a potential September summit between their leaders amid global tensions. Rubio stressed U.S. commitment to maritime rights in the South China Sea. China claims sovereignty over most of the South China Sea waters. Diplomatic tensions also flared between China and the Philippines recently.
