WHO chief Tedros Adhanom Ghebreyesus says risks from the Ebola outbreak in Congo and Uganda are "high at the national and regional levels, and low at the global level."

Says outbreak does not meet criteria of a pandemic emergency, but countries sharing borders with DRC are at high risk for spread.
