MANILA, Philippines — ACT Teachers party-list Rep. Antonio Tinio on Sunday warned of possible insertions in the Department of Public Works and Highways’ (DPWH) budget in the House of Representatives’ version of the 2027 General Appropriations Bill (GAB).

According to Tinio, the DPWH plans to submit institutional amendments to the 2027 National Expenditure Program (NEP). He said that while the agency insists that changes to its initial budget submission are “amendments,” rather than “errata,” items not included in the NEP will still be inserted and subject to “For Later Release.”

“In short, there will be congressional—well, the usual term for that is ‘insertions.’ And amendments. So expect that there would be big changes in the GAB,” Tinio said.

The House version of the GAB was filed by Nueva Ecija Rep. Mikaela Suansing, chairperson of the House committee on appropriations. The Department of Budget and Management transmitted the P7.2-trillion 2027 NEP to the lower chamber.
