MANILA, Philippines — House Deputy Minority Leader and ACT Teachers party-list Rep. Antonio Tinio on Tuesday described the 2027 proposed national budget as a “blatant case of misprioritization”, raising concern over the “stark disparities” in budget allocations among government agencies.
The Department of Budget and Management (DBM) earlier submitted the P7.2-trillion national budget for next year to the House of Representatives, where 51.4 percent of the 2027 National Expenditure Program was allotted to 10 government departments that President Ferdinand Marcos Jr. deemed as “vital”.

“This budget betrays the Filipino people. Social services—education, health, housing—are being gutted by 5 percent, while infrastructure and defense are swimming in increases. Sino ang binibigyan ng priyoridad ng administrasyon? Hindi ang mamamayan, kundi ang mga proyektong pabor sa korporasyon at militar,” Tinio said in a statement.
