MANILA, Philippines — Deputy Minority Leader and ACT Teachers Rep. Antonio Tinio on Friday slammed Malacañang’s claim that President Ferdinand Marcos Jr. was oblivious of the P24-billion “leadership fund,” saying that he was the one who prepared and signed the 2025 national budget.
“The President prepared and signed the 2025 national budget. That ‘leadership fund’ did not materialize out of thin air—it went through the entire budget process under his watch and was enacted with his approval. To now claim he was unaware is an insult to the intelligence of the Filipino people,” Tinio said in a statement.

Malacañang earlier said that the President was not aware of the P24 billion “leadership fund” allocated to senators’ pet projects under the Department of Public Works and Highways (DPWH) 2025 budget.
