European Council President António Costa said that the European Union has taken Ukraine’s current financial needs into account and remains focused on disbursing funds under the €90 billion Ukraine Support Loan.
Costa made the comment at a press conference in Kyiv following the Coalition of the Willing summit, in response to a question about whether funds from the two-year loan could be disbursed early, already in 2026.
“Today, the European Commission announced the approval of a new tranche under the Ukraine Support Loan,” Costa said. “This is an ongoing process. Of course, we have taken into account Ukraine’s financial needs.”
He noted that meeting these needs “can certainly be discussed and explored together with the member states and the European Commission,” adding that the current focus is on delivering the funds the EU has already committed to provide.
