The City of Cape Town is tightening the rules for electric scooters and other mobility devices on the Sea Point Promenade, with a new management protocol set to introduce stricter speed limits, riding restrictions and enforcement measures.
The changes come amid growing concerns over the increasing number and size of electric mobility devices using the Promenade, particularly high-powered sit-on scooters. The City said excessive speeds, multiple passengers, and reckless riding were creating dangerous conflicts between riders and pedestrians.
Under the new protocol, pedestrians will have the right of way at all times, while electric mobility devices would be limited to a maximum speed of 8km/h in shared pedestrian areas.
Racing, weaving through crowds and reckless riding would be prohibited. Riders would also be banned from grassed areas and required to dismount at designated congestion points.
