German security authorities found two operational handguns hidden in a forest outside Berlin, and the investigation that followed has led them straight to a conclusion most European governments have been dreading: Russian intelligence services appear to be pre-positioning weapons on European soil for potential attacks.

The Federal Office for the Protection of the Constitution, known by its German acronym BfV, confirmed the discovery and indicated that the concealed site was likely established by Russian operatives. In intelligence parlance, the setup is called a “dead letterbox,” a pre-arranged hiding spot where agents can retrieve materials without direct contact with handlers. The intended use, according to BfV assessments, was for “kinetic operations.” That’s the bureaucratic way of saying attacks or assassinations.

What investigators found and who they’re watching

The weapons cache was located in a wooded area of Brandenburg, the state that surrounds Berlin on all sides. German authorities received a tip about the site around the end of summer 2025, which triggered an extended surveillance operation. No arrests were made at the location itself during the monitoring period.

The investigation has since expanded well beyond German borders. A man believed to be linked to the cache was arrested in Romania, though the precise nature of his connection to the weapons remains part of the active probe. The German Federal Prosecutor’s Office is leading the case, a signal of how seriously Berlin is treating the matter. Federal prosecutors in Germany typically handle only the most sensitive national security and terrorism cases.
