Nigeria’s oil and gas establishment is wagering that the next phase of the industry’s recovery will be won or lost not on the rigs, but in the classroom as international oil companies edge back toward Nigeria’s Niger Delta after years of divestment.

That was the message delivered this week at the Human Capacity Development Conference of the Oil and Gas Trainers Association of Nigeria, or OGTAN, held at the Petroleum Training Institute in Warri.
