CALUMPIT, BULACAN—The combined fury of the southwest monsoon and recent weather disturbances like Tropical Depressions Luis and Maymay has taken a toll on communities that are still ill-equipped to solve flooding.
That includes this Bulacan town that was considered “ground zero” of flood control anomalies, when these projects should have reduced the social and economic trauma brought by the dangerous rampage of floodwaters.
On Tuesday, the Calumpit local government declared a state of calamity because floods have swept through all the town’s 29 barangays.
In 2025, Calumpit was one of the Bulacan towns that President Marcos inspected after he called out how a small number of contractors had cornered flood mitigation projects that led to revelations about multibillion-peso kickbacks for lawmakers and government engineers.
