Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, has reported widespread violations at the Berehove Territorial Recruitment and Social Support Center, including the alleged unlawful detention of hundreds of conscription-age men with valid deferments and the unjustified cancellation of those deferments.
The ombudsman reported this on Telegram, according to Ukrinform.
Lubinets said that during a monitoring visit to the Berehove Territorial Recruitment and Social Support Center, his representative in Zakarpattia, Andrii Kryuchkov, had documented widespread violations. He claimed that hundreds of conscription-age men from across Ukraine had effectively found themselves in the position of hostages because they were allegedly being unlawfully detained despite having valid deferments and were not being allowed to leave the recruitment center. He added that their legal guarantees had allegedly been canceled without any grounds.
According to Lubinets, people with valid documents were prevented from leaving the recruitment center. He also alleged widespread falsification of data, saying that deferments had been canceled and, in some cases, had been canceled without meetings of the relevant commissions or the preparation of official minutes. He claimed that knowingly false information had then been entered into the state information system.
