MANILA, Philippines — The use of confidential funds by Vice President Sara Duterte’s office to buy medicines continues to puzzle Senator-judge Risa Hontiveros, prompting her to ask whether the funds should be treated as aid, rather than rewards to informants.

Hontiveros raised all these questions to prosecution witness Roderick Wamil, who audited Duterte’s confidential funds when he was with the Commission on Audit’s Intelligence and Confidential Funds Audit Office (COA-ICFAO).
