STA. MARIA, Bulacan — A barangay chair accused of masterminding the killing of his former barangay secretary, who was also a part-time teacher, surrendered to police on Aug. 1, two days after the fatal shooting, authorities said.

Sta. Maria police chief Col. Mark Louie Sigua said the village chair voluntarily surrendered at the municipal police station at about 5:30 p.m. after being implicated in the killing of Stephen Gelo Enriquez, 38.

According to Sigua, Enriquez made a dying declaration while being treated at a hospital after he was shot shortly after midnight on Thursday. The victim reportedly told authorities that he believed the village official ordered the attack.
