The Tirumala Tirupati Devasthanams (TTD) has recently decided that the criteria for bidders to procure medical supplies for the three major hospitals here.The TTD governs the administration of the Sri Balaji Institute of Surgery, Research, and Rehabilitation for the Disabled (BIRRD), the Sri Venkateswara Institute of Medical Sciences (SVIMS), and the Sri Padmavathi Children’s Heart Centre (SPCHC), all located in Tirupati, and offers exclusive, specialised medical care.While reviewing the tender process, the TTD authorities found that the existing eligibility for procurement of medicines, injections, medical and surgical consumables, in terms of the minimum annual turnover for manufacturers, authorised distributors and importers has been on the higher side. The authorities also found the criterion to be restrictive, due to which the number of participants from eligible bidders remained “limited”, thus affecting competition and efficiency.Revised capThe committee was reconstituted to review the criteria met on July 3 under the Chairmanship of the BIRRD Director. The committee unanimously recommended revising the eligibility criteria for the minimum average annual turnover, currently capped at ₹100 crore, to ₹25 crore for the procurement of medicines and injections, and ₹15 crore for surgical and medical consumables for the laboratories and blood bank.The panel recommended to the TTD trust board to continue the multi-vendor procurement system, which enables procurement from the willing L2 and L3 bidders at the rates quoted by and approved for the L1 bidder. This system provides relief to the TTD in case of a supply failure by the L1. The committee’s proposals were approved by the TTD’s trust board at its meeting held on July 14.
