MANILA, Philippines — Cardinal Pablo Virgilio David has raised a concern whether the United States-backed Pax Silica initiative would benefit the Filipino people, emphasizing that technological innovation should uphold human dignity, promote care for the country and bring peace among nations.
David pointed out that the real issue with the initiative is not about whether the United States of America is advancing its own interests, noting that every country does. However, he said that the case is different for the Philippines, where the project is envisioned as a semiconductor and artificial intelligence hub occupying a 1,620-hectare site at the New Clark City in Capas, Tarlac.

“Will Pax Silica help build Filipino scientific capability, technological innovation, and industrial resilience? Or will it primarily serve the strategic interests of others while Filipinos provide the land, natural resources, water, energy, tax incentives, and labor?” David said in a Facebook post on Friday.
