MANILA, Philippines – Manila and Washington are racing to hammer out a final deal on the planned Pax Silica hub before November, allowing it to become one of the centerpiece announcements during US President Donald Trump’s expected visit for the Association of Southeast Asian Nations (Asean) Summit.

In a television interview on Wednesday, Bases Conversion and Development Authority (BCDA) President and CEO Joshua Bingcang said negotiations were expected to conclude within the next two to three months.

That timeline would allow both governments to formally unveil the agreement during the 49th Asean Summit, which also coincides with the 80th anniversary of Philippine-US diplomatic relations.
