The Shallcross Residents and Ratepayers Association (Scara) had approached the Department of Human Settlements as a matter of urgency to intervene and address this situation.
Residents of Shallcross Flats, a community primarily reliant on state grants, are grappling with a severe water access crisis after their water meters were replaced with a prepaid system two weeks ago.
The residents were allegedly not consulted about the metering system and are prepared to embark on peaceful mass action if their concerns are not addressed.

Brian Pillay, 58, a long-standing resident, said: "In all these years, we had access to free water. About two weeks ago, officials cut off our water and a contractor then installed water meters in over 600 flats.
