IDAC head Advocate Andrea Johnson told the Madlanga Commission of Inquiry's decision to solicit Section 27 affidavit from MP Fadiel Adams raised concerns that her actions fell outside the IDAC mandate and were motivated by fear of the suspended Minister of Police, Senzo Mchunu.
The decision by head of Independent Directorate Against Corruption (IDAC) Advocate Andrea Johnson to solicit a Section 27 affidavit from MP Fadiel Adams sparked concerns that she acted outside the IDAC mandate and out of fear of the suspended Police Minister Senzo Mchunu, who had asked IDAC to consider investigating Adams' claims that senior officers interfered with criminal dockets he opened in October 2024.
This emerged on Wednesday during Johnson’s testimony before the Madlanga Commission of Inquiry in Pretoria, where she faced criticism for agreeing to investigate Adams’ claims without a Section 27 affidavit under the NPA Act 32 of 1998, which is one of the requirements for referring cases to IDAC.
Adams’ affidavit contained, among other allegations, claims of fraud and corruption surrounding the appointment of Dineo Mokwele, a civilian, as a brigadier in the Crime Intelligence Unit.
That led to a probe and arrest of Crime Intelligence head Lieutenant-General Dumisani Khumalo and other senior officers on June 26, 2025 at the OR Tambo International Airport.
