The organisation is appealing to the public to consider adopting or fostering, saying every dog that leaves for a loving home creates space for another life to be saved.
Tears is currently caring for 45 puppies and 64 adult dogs, nine more than its ideal capacity of 100 dogs.
While that number may seem small, junior marketing manager Dylan Malander said the shelter has been operating at or near capacity for an extended period, with more dogs arriving than leaving through adoption.
