Over 60% of Greek municipalities’ real estate assets have never been declared on the E9 tax form, while some municipalities have not even declared their property to the National Cadastre.
According to market estimates, of the 195,000 properties that appear to have been declared by municipalities throughout the country in the land registry (in that they have unique property identification numbers), approximately 120,000 are “invisible” to the tax administration.
However, serious issues are also observed in the registrations made in the land registry. According to an analysis by the specialized company BluPeak Estate Analytics, 56 of Greece’s 332 municipalities have not carried out a complete registration of their properties, while in several cases, the National Cadastral Code Number registrations are zero.
Besides municipalities that have registered thousands of assets with the Cadastre but a much smaller number of properties in E9, the opposite also occurs, namely municipalities that have declarations in E9, without the corresponding listings in the Cadastre. This means these properties cannot be utilized or included in financing programs for reconstruction or energy upgrades, while there is also a risk of fines for late declaration.
