The process of utilizing municipal real estate remains at an infant stage, with most assets lacking the required documents needed to contribute revenue to the municipalities or help address the housing crisis.
Many municipalities have never registered the real estate, and other problems include incorrect or incomplete entries, and even undeclared real estate.
According to a new study by BluPeak Estate Analytics, the most frequent problems concern real estate on E9 tax forms that is not securely identified in the cadastre, files without title deeds or topographies, different surface data for the same property, and assets without a clear use.
As BluPeak founder Vasilis Iliopoulos explains, “the problem is not necessarily that municipalities do not have property, but that in many cases they do not have a single and fully verified picture of it. The data is fragmented between E9, the National Cadastre, fixed asset tables, physical files, old contracts, permits, plans, technical services and individual Excel files,” he said. “The result is the information exists, but is not always immediately available, cross-referenced and usable by the administration.”
