Greece’s final remaining in-person cadastre procedure will move fully online beginning September 18, when property owners will be able to submit requests to alter property boundaries through the new “metavoles” platform.
The change, approved by the board of the Hellenic Cadastre, is presented as a major step in the digitalization of the land registry system. Applicants will log in using Taxisnet credentials and upload documentation supporting their request for boundary changes.
Under the new process, applicants must notify affected neighboring property owners within 20 days through a judicial bailiff operating digitally. The bailiff will use contact information registered in the National Communication Registry to send email notifications.
A key feature of the system is that recipients who do not object within 10 days of receiving the email will be deemed to have consented to the proposed change. The rule has drawn concern because failure to respond is treated as agreement, potentially disadvantaging older citizens and others who do not regularly use computers.
If no objections are filed, Hellenic Cadastre engineers will review and incorporate the changes. Citizens who object have three levels of review. An initial objection is examined by a certified engineer, followed by an appeal before a committee consisting of a cadastre engineer and lawyer. A final appeal may be submitted to a cadastre judge within two months.
