From August 1, Bulgaria will increase minimum social insurance thresholds across multiple sectors and professional groups, with the most significant rises affecting managerial positions, according to the draft budget of the State Social Insurance.

Under the new framework, insurance contributions for people in management roles will be calculated on a minimum base of 936 euros. However, in certain industries the thresholds will be significantly higher. For example, managers in the production of coke and refined petroleum products will have a minimum insurance base of 1,532 euros.

The Ministry of Social Affairs has proposed differentiated increases depending on sector and qualification level, with overall rises ranging between 12% and 70%. Officials say the adjustments reflect long-standing imbalances in declared income levels across professions.

In management positions within meat and fish processing, the minimum threshold is set at around 1,300 euros, while in wholesale and retail trade it rises to 1,129 euros. The hotel and restaurant sector will see a minimum of 1,100 euros, and financial and insurance activities will be set at 1,381 euros. In most other sectors, the baseline remains 936 euros.
