Socorro was created as a distinct and independent municipality in the province of Oriental Mindoro through the approval of Republic Act No. 3609. It was officially inaugurated on July 27, 1963. Prior to becoming an independent municipality, Socorro was known as Barangay Catiningan and was part of the municipality of Pola. Its present name was inspired by Socorro, the wife of former Oriental Mindoro Congressman Luciano Joson, who sponsored the bill establishing the municipality. Today, Socorro is a second-class municipality with a population of 41,612, as of the 2024 Census.

The city government of Iloilo launched its first outdoor library at Plaza Libertad. The initiative offers a curated selection of reading materials for all age groups, aiming to rekindle a love for reading and restore reading habits among the city’s youth. Operating on weekdays, it is free and accessible to the public. The Iloilo City Public Library collaborated with the Technical Institute of Iloilo City for this project to address shifting habits among children, where reading is increasingly displaced by digital entertainment, malls and screen-based distractions. The mobile outdoor library serves as a pilot site and is intended for expansion to other district plazas across the city.
