The government introduced a new digital transparency platform called SIGMA, presented at the Council of Ministers by Prime Minister Rumen Radev and Minister of Innovation and Digital Transformation Ivan Vassilev. The system was developed as a public tool for monitoring public procurement and is positioned as an integrated platform for citizen oversight and data analysis.

Officials explained that SIGMA was created in under a month, without any additional budget, using existing administrative capacity and artificial intelligence support. The platform is fully open access, requires no registration, and is available to both citizens and professionals. It was developed by the Ministry of Innovation and Digital Transformation in cooperation with procurement and data agencies, consolidating fragmented state information into a single system.

The governing political force Progressive Bulgaria presented the platform as part of its electoral commitments to strengthen control over public spending and limit influence from private economic networks. The stated objective is to introduce systematic oversight mechanisms that would reduce risks of institutional capture.

Radev described the project as a step toward full transparency in public finances. He stated: “This is the beginning of true transparency in public finances. Without transparency there is no effective fight against corruption.” He also emphasized that the system allows real-time tracking of which institutions award contracts, which companies receive them, and whether procedures are competitive or based on direct negotiation.
