Umdoni Municipality has been accused of failing to act despite repeated warnings that the Scottburgh beachfront structure posed a danger to the public.
A complaint regarding safety concerns at Scottburgh Beach Pavilion, where concrete has allegedly fallen dangerously close to holidaymakers, has been referred to the KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs (Cogta) by the Public Protector.
The complaint, submitted on January 11 by Ward 15 councillor Dana Daniels, accuses Umdoni Municipality of failing to act despite repeated warnings that the beachfront structure posed a danger to the public.
According to the complaint, Daniels had, for several months before the 2025/26 festive season, formally and repeatedly requested that temporary safety measures be implemented at the Scottburgh Beach Pavilion.
Umdoni Municipality has to answer to COGTA on the condition of the Scottburgh Beach Pavilion.
