Umdoni Municipality has been accused of failing to act despite repeated warnings that the Scottburgh beachfront structure posed a danger to the public.

A complaint lodged with the Public Protector after chunks of concrete allegedly fell from the deteriorating Scottburgh Beach Pavilion and narrowly missed holidaymakers has been referred to the KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs (Cogta).

The complaint, submitted on January 11 by Ward 15 councillor Dana Daniels, accuses Umdoni Municipality of failing to act despite repeated warnings that the beachfront structure posed a danger to the public.

According to the complaint, Daniels had, for several months before the 2025/26 festive season, formally and repeatedly requested that temporary safety measures be implemented at the Scottburgh Beach Pavilion.

The complaint states that these requests followed a previous near-miss incident in which a holidaymaker narrowly escaped serious injury when concrete fell from the deteriorating structure.
