Varna Mayor Blagomir Kotsev has described the case surrounding the controversial construction in the Baba Alino area as far more than a simple example of illegal building activity, arguing that it exposes serious institutional failures and raises questions that touch on national security.

Speaking on Nova TV, Kotsev said the situation revealed a deeply entrenched system that had enabled private interests to operate under the protection of state institutions.

“The state was truly powerless,” the mayor said, rejecting suggestions that local authorities had ignored the problem for years.

According to Kotsev, the sequence of events differs significantly from public claims that municipal officials failed to act. He explained that in February and March 2025 he personally requested the documentation related to the site from the Primorsky District administration, which is responsible for construction oversight, in order to begin procedures against the development.
