MANILA, Philippines — Past events in the Senate under the leadership of Senate President Alan Peter Cayetano, including the two-day absence of the majority senators, demonstrate “impunity,” said Senator Kiko Pangilinan.
Senator Pangilinan made the remark on Tuesday – the second day that the plenary did not begin after Cayetano did not appear to preside, and all majority senators did not show up for a quorum.
“When it comes to what is called Senate independence, I believe this is, actually, because of the many violations of Senate rules, it’s actually impunity, masquerading as assertion of the Senate as an independent institution,” Pangilinan said.
