Mayor Nestor Archival insists the Department of Environment and Natural Resources must deem the collapsed Binaliw landfill unacceptable and revoke its Environmental Compliance Certificate, as the city cannot shut it down without due process. CEBU CITY, Philippines — As Cebu City continues to struggle with its worsening waste disposal and management problems, Mayor Nestor Archival said it will only reuse the landfill in Barangay Binaliw if the facility complies satisfies safety requirements.

The city government currently has limited disposal options following the collapse of the Binaliw landfill facility and the expiration of its contract with another disposal site in Aloguinsan town.

Archival said the newly formed Waste Crisis Task Force has started inspecting the Binaliw facility to determine whether the partially reopened site can safely accommodate Cebu City’s garbage.
